Student-Based Budgeting—also called weighted student funding, fair student funding, student-based allocations, or student-centered funding—allows school districts to approach their budgets with an eye toward the needs of their students, whether they are living in poverty, learning English or overcoming disabilities.

Education Resources Strategies has created a toolkit to help district leaders design a funding formula and set the rules to give schools more control over their budgets. The goal is to empower principals as they narrow achievement gaps and address changing demographics.
