Colleges have received more than $36 billion from federal stimulus bills over the past year. Two former Hill staffers from both sides of across the aisle, Alison Griffin and Julie Peller, discuss how higher education legislation really moves on Capitol Hill and what Congress should be tackling next.

“Higher education policy, especially at the federal level, starts with the institution at the center, right now. We don’t start with students at the center. I think that is as much a symptom and a result of who is up there,” Griffin said.
