English-language learner (ELL) enrollment in K-12 schools has increased by more than 1 million students since 2000, reaching states across the South and Midwest that had almost no ELL presence at the start of the century. However, despite this growing population, ELLs are often misidentified as students with disabilities or neglected instead of receiving necessary support or accommodations to aid language acquisition.
