English-language learner (ELL) enrollment in K-12 schools has increased by more than 1 million students since 2000, reaching states across the South and Midwest that had almost no ELL presence at the start of the century. Today, there is almost no region in the U.S. untouched by ELLs. However, despite this growing population, ELLs are often misidentified as students with disabilities or neglected instead of receiving necessary support or accommodations to aid language acquisition. It is more important than ever to understand what states and districts must do to ensure the success of ELLs.
