Brian Stecher is a senior social scientist at the nonprofit, nonpartisan RAND Corporation and a professor at the Pardee RAND Graduate School. He serves on the National Research Council’s Board on Testing and Assessment and on the Advisory Council for the Center for Education Statistics and Evaluation in New South Wales, Australia. Stecher's research focuses on measuring educational quality and evaluating education reforms, with particular emphases on assessment, accountability and teacher effectiveness. During more than 20 years at RAND, he has directed major national and state evaluations of the federal No Child Left Behind Act, class size reduction, mathematics and science reforms, and other initiatives. He currently directs the evaluation of the Bill & Melinda Gates Foundation’s Intensive Partnership Sites for Empowering Effective Teachers initiative.

Stecher has advised the California Department of Education on its accountability policies for more than a decade and has served on the National Academies' expert panels on standards, assessments, and accountability. His recent publications include Organizational Improvement and Accountability: Lessons for Education from Other Sectors, and Toward a Culture of Consequences: Performance-Based Accountability Systems for Public Services. Stecher holds a doctorate from the University of California, Los Angeles. He started his career in education as elementary school math teacher in Compton and Richmond, California, and in Columbus, Ohio.
